Some are reading far too much into this.
Haven't you ever jumped in at a USATF "Open" or "Youth" level meet?
The so called pop-up is permitted as long as other conditions for fouling have not been violated. It's permitted because there is no rule saying it's a foul. No interpretation needed. Only current NFHS rules still view this as a foul.
In 2006, this was part of the NCAA PV fouls section:
c. A competitor leaves the ground in an attempt to vault and fails to clear
the crossbar;
For 2007, and I have the NCAA book in hand, that subsection has been deleted. All the remaining subsections are still in affect.
That's all there is too it. It is not that complicated.

With all due respect for the parties involved in making these rules, I don't understand the logic behind it.
For safety purposes, we increased the size of the pit and limited standard placement, BUT, if an athlete leaves the ground, stalls and gets shot out on the runway without ever touching anything past the plane of the back of the box we'll not count THAT against him. As a matter of fact, we'll give 'em another shot at breaking his neck. Anyone got a logical explaination for this?

Ok now I see what is going on. And AVC Coach this is a dumb rule change. Not to mention the fact that athletes will now be tempted to try a jump a second time quickly after getting rejected. They will be gassed and will run back down the runway and make another attempt before their time limit runs out.
WOW unless you coming from 5 Lefts/Rights or less this could get dangerous.
Just imagined you coming from 7 Lefts around 100'. Its early in the meet when you only get 1 min to jump. Your name gets called you take 15 seconds to start your run. You get all the way down there and get rejected. You now have maybe 30 seconds to run all the way back down the runway and start your run before the time runs out.
If anyone tries this I wouldn't want to see what happens.

ever seen anyone come down the runway then try and stop? they put the pole in the box and sometime jump up a lil' bit.. it used to be a miss.. it's dangerous to have to do everything you can to not let you foot leave the ground, it's usually a train wreck.. it's not like they're trying to allow full vaults to occur and let 'em have another crack at it cause they &*(^% up their take-off..

What you mentioned has been a pet peeve of mind ever since I started officiating the PV. While not a direct quote the rule (before this year for NCAA) went something like - "it is a failed attempt if the athlete leaves the ground in an attempt and fails to clear the bar". The important wording here is "in an attempt". An official should be able to tell if an athlete is trying to stop or trying to vault. For that matter the athlete has left the ground as soon as she/he starts to run! I for one am pleased the "powers that be" have changed the rule. It will make things simpler. Now if the High School - "powers that be" will do the same that would be great.
