It depends on what the conference rule is. The SEC has a rule that you have to sit out a year if you transfer within the conference.
I was not even on the team at Florida and I still had to sit out when I went to Georgia (I obviously did not know that before I transferred).
When you are in college, your school owns you. I was not on the team at Florida and I still had to get a release before I could talk to the coach at Georgia!
A friend of mine went to Florida and did not play sports. He decided he wanted to transfer to a school that had men's soccer, because he was a very talented soccer player. He had to get a release to talk to schools, when Florida did not even offer his sport!
