State funds are sought to rebuild the lower bowl of Husky Stadium, address safety problems and improve disabled access.
The University of Washington wants to renovate and upgrade Husky Stadium with help from some of the same taxes the Seattle Sonics have tried to tap for the past three years.

I don't think so. Glancing at the sites on Google Maps, I guess you could squeeze a track somewhere (not around the soccer field though!), but not with any kind of seating of note.

They haven't been big on outdoor meets in awhile I guess (the weather sucks that time of year), but they are making a killing off indoor meets and getting lots of attention, so at least the program is no longer in danger of being cut.

You can type Husky Stadium, Seattle, WA on Google Maps and take a look at it.
