Isinbayeva vs. Feofanova

Gérard Dumas has had me bird-dogging Tatyana Polnova, Russia's #3, trying to find any mark for her in 1999. I had her vaulting for Turkey, as Tatiana Tuna Köstem, from 1998 to 2001; as Taytana Polnova, for Russia, from 2002 to present. I couldn't find any kind of mark for her in 1999, although she improved from 3.90 in 1998 to 4.20 in 2000--a foot higher! If anyone knows why she didn't vault in 1999, I'd appreciate the information.
Along the way, I was interested to note the world rankings each year for Yelena Isinbayeva and Svetlana Feofanova. Isinbayeva has had so much the upper hand for the last two months that it's easy to forget how close their competition has been. Neither made the minimum 3.50m for the 1997 outdoor list. Since then, their outdoor rankings have been:
1998--Isinbayeva #60 at 4.00; Feofanova #95 at 3.90
1999--Isinbayeva #35 at 4.15; Feofanova #45 at 4.10
2000--Isinbayeva #19 at 4.40; Feofanova #7 at 4.50
2001--Isinbayeva #15 at 4.46; Feofanova #2 at 4.75
2002--Isinbayeva #8 at 4.60; Feofanova #1 at 4.78
2003--Isinbayeva #1 at 4.78; Feofanova #2 at 4.75
2004--Isinbayeva #1 at 4.92; Feofanova #2 at 4.88
