Rubber Runways

does everyone's pit have a regulation rubber runway or spray on runway?
our school wouldn't buy us one so we put down a old rubber conveyer belt from the rock corrie. It is smooth hard rubber that is about half an inch thick but is still SMOOTH. when it rains outside or been slightly wet it is like a slippingslide for anyone not wearing spikes. it has even got to the point where if the runway is dry but the heel of your spikes is wet people have been slipping at the take off.
i think the main slipping is because we run on our toes sprinting down the runway but the last step to jump the heel touches the ground and slides.
does anyone have any suggestions how to roughen up the end and not make it as slick?
i have also thought about buying heel spikes i saw in a track magazine to put on my shoes to see if that would keep my heel from slipping at the take off.
Also...are there any rules about the type of runways for a regulation high school meet? (maybe a hidden rule requiring a rubber runway to make school get us one... lol)
