15' vs 16' poles

So I'm a little confused about this. I had always heard the approximation of 1.5 lbs per inch as you move your hand down the pole, so approximately 10 lbs per 6" or 20lbs per foot. I've also hear that this no longer holds true when you get to the 16' poles. Now I spent most of last season on a 16' 180, but holding at about 14'7, right where one would hold on a 15' pole. So my question is, what would that 16' 180 be rated where I was holding it. Would it be a 15' 200, or a 15' 190 (approximately). If its the latter, what would that mean for a 15'6 180?

15' vs 16' is still roughly 20lbs of relative stiffness. So, 16-180 roughly equals 15-200.
