Is there any way to create a bungee out of rubber tubing or some other material that would work just like a normal bungee?

Could you post a link on the home depot page please? I don't want to get 25 feet of some hard material.

It is just as cheap to order one ready to go.

17 bucks for 10 foot? you can spend the extra 2 or 3 bucks and get one made for pole vault with loops already at the end and the styrofoam pieces. I usually just use a bag of rubber bands looped together, gets the job done!

Or you could just string some barbed wire up there... helps motivate a really clean jump... and stops folks from saying they cleared a 16' bungee when the bleedin says: "oh no you didn't".
Seriously... order the pre-made version... they're usually made in America by pole vault loving vendors. For sure no one ever got rich selling PV bungees, so you can feel good about covering their costs, all for less than the price of a case of beer.

Get 2 bike tubes with flats from local bike shop
Cut off valves w/ scisors.
Tie tubes together.
Tie rope on the ends of the tubes to attach to the standards.
Total cost about 15 minutes of your time and a buck for rope if you don't have any
