what is rule 7-1-5a?

Rule 7-1-5a states:

In the high jump and pole vault, ties shall be separated as follows:

(1) The competitior with the lowest number of jumps at the height at whic the tie occurs shall be awarded the higher place.

(2) If the tie still remains, the competitor with the lowest total of failures throughout the competition up to and including the height last cleared shall be awarded the higher place.

(3) If the tie still remains:
(a) If it concerns first place, the competitors tying shall have one more jump at the lowesgt height and, if a decision is not reached, the bar shall be lowered (if both fail to clear the height) or raised (if both clear the height) 3 centimeters (approximately 1 inch) in the high jump and 8 centimeters (approximately 3 inches) in the pole vault. There shall be one jump at each height until the tie is broken. Competitiorsso tying must jump on each occasion when breaking the tie.

(b) If concerns a place other than first, the competitors shall be awarded the same place in the competition.*

*Note: In the high jump and pole vault, each competitor shall be creditied with the best of all of his or her jumps in the competition proper, including performances made in the jump-off of a first place tie.

If they are going to go back on misses like that, might as well make the field an even 16, since they could.
