California (even for its size) has only one state meet.
So, (I'm pretty sure on this) while the pre-state qualifying meets may be done by divisions (like-sized schools grouped together), that is the auto-qualifying standard for all divisions at the masters meet (what they now call the meet *it used to be sections* from which the top three go to state).

California works like this - The Championship season is 6 meets long over 5 consecutive weeks beginning in May and ending the first weekend of June.
League Meet (Everyone competes)
CIF Prelim (by Division and Section i.e. Southern Section)
CIF Final (all Divisions compete against - a Division Champ being named, each section has their own CIF Final)
Masters (Half of the State- many Sections)
State Prelim (Quaifiers from Masters)
State Final (Qualifiers from State Prelims)
Each year there are vaulters that qualify for the CIF finals and Masters from smaller Divisions and Leagues that can't make opening height. I've seen vaulters take three runs, going under the bar and pack up their poles. One year the girls from a lower Division did not have a pole long enough to get to the 11-3 opening.
Every year there are vaulters that NH at a meet, eliminating them from further competition.
Each league has a meet to decide who goes to the CIF meets. There is a qualifying standard for each Division, with Div 1 being the highest. So there is no limit to the number of jumpers going to CIF's just a standard to reach. The gotcha is that the standard has to be jumped at the league meets, not during the season.
The CIF meets are all over the state, (competed by division) and are 2 meets. The prelims narrow the numbers down to 30-40 jumpers with winners and qualfiers moving forward. Again the jump must be at the meet.
The CIF finals bring together the winners and qualifiers from each division to decide who goes to the Masters. Each Division will have a winner, but not each Division will advance. Again there is a standard that needs to be met.
The Masters brings together the qualifiers from the many Sections and is used to decide who goes to the State meet. This is where the State Qualifying Standard comes in. A few years back the girls had to go 12 or better to make it out of the Masters. Guys are 15+.
The State meet has a Prelim and a Final. Usually 16-20 jumpers at Prelims and all can make it to finals if they make the standard at the Prelim. These are competed in 2 consecutive days. Tough to do.
So you better have your technique and game ready to go for 5 straight weeks.

at large marks are marks that automatically qualify you to states. each section is different for how many qualify. at our masters meet, its top three, others its like top 5 or only first place. but no matter what place your in, if you have the qualifying mark your in. as for qualifying from leagues thats different for every league, and theres no auto mark. for my league, top 6 go to sections, top 8 or 10 from sections go to masters, and top three or people who get the mark go to states. for your league/section its probably different. you might me able to find that out at your section website or something.

Go to www.cifstate.org and look for the Track Handbook. It is a large pdf. At large is on Page 6. For the State meet the at-large hieght must be jumped at the sectional(Masters) meet, which means the jumper must have made it past league and CIF meets with a top jump or an at large jump.
Each Division has its own At large.
The at large marks only qualify you for the meets if they are jumped at each succesive meet. An At-large jump in league and an NH at the CIF Prelims will eliminate you. Happens all the time.
The CA state meet is a pretty tough 5 weeks of intense track. I've seen the best 4x100 team drop a baton and be out of it. 12 footers (girls) NH.
