His ban was from July 14 1997 to July 14 1999. He set his PR in 1988.

As noted before, the Jonesboro marks are often troublesome, since most (but not all?) of the competitions at Earl Bell’s vault camps are held indoors, regardless of whether they are held at a time of year when most meets would be held outside.
The effects of these new marks on my original top ten lists would be:
Joe Dial’s 5.96 earns a place on the outdoor list.
Dean Starkey improves from 5.91 to 5.92 on the outdoor list.
Dial’s addition to the outdoor list bumps Pat Manson and Deryk Miles from the list.
Earl Bell’s 5.86 earns a place on the indoor list.
Daniel Ryland joins the five vaulters previously tied for the final place on the indoor list.
With those changes the indoor and outdoor lists, for now, would look like this:

I am not sure exactly when Earl built his building, but I am pretty sure any mark he set during the 80s in the outdoor season would be outdoors.
I know that Jeff's American record was set outdoors at Arkansas State's old outdoor track.
