Actually Gataullin jumped over 6.00 was a citzen of 3 countries...USSR 6.03i '89 (including a 6.00iWR), 6.00 '91 Uzbekistan (country of birth), became a Russian citizen and jumped 6.00 to win the EUropean Cup in '94. If you count the Confederation of Independent States that existed for the 1 year or 2 that existed after the USSR collapsed, the number is 4.

Achtungpv is correct. Radion competed for 3 different countries and still holds the UZB national record.
I think it would be better said that the US is a different type of vault nation, and our techniques are finally beginning to "blossom," but what you have to remember is... Most of our ideas are taken from the europeans (mostly the russian vault delegation). One reason for this was the Coaching camps in the soviet union, created by the athletic association. They employed coaches including VItaly Peterov and other well know russian coaches. After the fall of the Union, the coaches left to go elswhere. EXAMPLE: VItaly is now in Grosetto Italy. Vallerie Kogan (ALexander Averbukh and Christian Taminga's coach) is in Tell Aviv. The information began to disperse and the American way began to mold into its own form, taking information from the europeans and new information and combining them into what we have today. But when it all comes down to it, whatever technique is good for you is the one you should stick with. And the vault is similar in every aspect, no matter what nation you come from, its just that some people use different words to describe what is goning on during the vault process.
