How do you sequence video clips together?

How do you sequence video clips together?
Does anyone know of a free program that would allow me to sequence a bunch of small video clips together, ad music, as well as slow down and speed up the video?

Windows Movie Maker should come on most computers with windows. Also www.onetruemedia.com lets you put movies together and some little editing stuff like adding text slides, not sure about slow motion.
