does anyone know of the site where you can upload your own cell phone backgrounds and then put them on your cell phone?

Read your owner's manual. The way to get wallpaper on your phone is different for just about every phone and some phones aren't amenable to it at all.

Also check with your cell phone provider's web site. Most contain a link to their own site, where, for a fee, they will provide wallpaper for select phones.
