guys with sticks

sometimes when i watch videos i see two guy with sticks and it seems to me like their holding up the crossbar while the vaulter is on the runway. is this their purpose and when are they used>

When there is a big tailwind and its blowing the bar off the pegs before the vaulter can jump then I believe its legal to have two people hold the crossbar on until they leave the ground.
