Is that legal for use in high school?

Sorry Becca its totally not. The key to vaulting in a light drizzle is keeping your grip dry. The key to vaulting in rain is to not vault. Ask Jan Johnson, if there is so much as a puddle on the runway, he suggests it be called, and its in the rules that it should be. As to the Rosin question, its wonderful stuff IMO, it takes a lil to get used to but once you are its great. and yeah its legal in HS.

It never rains very hard where I live.

You can vault safely somewhere between a light drizzle and a downpour, but the line is closer to a light drizzle and it depends a lot on the facility and what kind of surface they have (if the runway is slippery don't jump!), how well the vaulters can keep the poles dry, and DEFINITELY no vaulting if there is lightning in the area.
