OH-IO, unfortunately in Michigan the MHSAA (ruling body) gives us very limited power when it comes to vaulters over the weight of their poles. Before the event starts, each of the coaches signs for their vaulters verifying that they are below the weight of their poles. If we, as field event judges, suspect that someone is blatantly over, all we can do is report it to the head meet referee who then passes it along to the MHSAA, who will then "follow up on it." So, in other words nothing can be done about it at that very moment. About the only thing i can do is say to the coach "If you know that your athlete is overweight on that pole and it breaks, guess who's going to be in trouble?"

Why don't you just pop them on a scale during pole rating/body weight check.
We do that here (NY) at random times at weekend invitationals, sectional
championships and state qualifiers . It's not to harass nor try to catch someone on an under-rated pole.
It's done strictly as a safety check for all parties involved (coaches, athletes,
meet management, schools ADs, etc) That is why it's randomly done.
Otherwise, the signed sheet is accepted as is and retained by the official(s).
