it depends on the coach, if they are a really good high school coach, that could be coaching college but chooses not to, then there really is no difference. My coach coaches both, hes a coach at a high school and at the college where i am at.

of course a college coach will be able to help a high school vaulter. weather or not its legal is another question. if they do it under the cover of a club, then cool. but at the high school level, in 99% of the cases, any coach is better than no coach at all. and if its a college coach who knows what he's doing (especially the one you're referring to) then they will be very helpful toward the high schoolers they coach.
