The state meet results in Texas are deceiving, usually a kid will jump much higher at regionals in order to qualify, than what they end up jumping (at least for 5A). The pressure at regionals creates a unique situation, as it pushes a number of vaulters in the middle of the pack to rise to the occasion. Many just wanted to make it to state in the first place, so afterward it's hard to re-focus.
